A single question is circulating in marketing-technology circles this week: has Meta quietly launched a customer data platform under the name Signals Gateway?
Industry publication MarTech raised the question in a recent piece examining the social advertising giant's data tooling. The framing matters. Meta does not market Signals Gateway as a CDP, and the company has not, to date, positioned itself as a competitor to Segment, Adobe, Salesforce or the dozens of independent CDP vendors.
What is Signals Gateway?
Signals Gateway is Meta's infrastructure for moving advertiser data — conversions, customer lists, event signals — into its ad platform and back out to measurement systems. Advertisers use it to keep ad delivery and attribution working as third-party cookies and mobile identifiers degrade.
A CDP, by contrast, is a packaged system that collects customer data from multiple sources, unifies it into profiles, and makes those profiles available to other tools. The categories overlap at exactly one point: both move and consolidate first-party data. That overlap is what triggered the MarTech analysis.
Why the CDP comparison is hard to settle
The answer depends on definitions, and the CDP category has always been slippery. Vendors, analysts and buyers disagree on where data collection ends and where profile unification begins.
Three distinctions do the work here:
- Ownership of the graph. A CDP gives the brand the unified customer profile. Meta's infrastructure resolves identities inside Meta's walled garden, for Meta's purposes.
- Portability. CDPs push profiles to arbitrary destinations — email, onsite personalization, warehouses. Signals Gateway is built around Meta's own ad and measurement endpoints.
- Commercial model. CDPs are licensed software with per-profile or per-revenue pricing. Meta's tooling is a free layer under its advertising business.
On those three tests, Signals Gateway looks like ad-platform plumbing with CDP-like surface features, not a product that competes for CDP budgets.
What should advertisers take from the debate?
The practical takeaway for operators is narrow but real. If Meta keeps expanding what its data infrastructure can ingest, reconcile and activate, advertisers get more capability at zero license cost — inside one ecosystem.
The trade-off is the usual one with walled-garden tooling: the more first-party data infrastructure a brand runs inside Meta, the harder it becomes to move that data anywhere else. Brands that treat Signals Gateway as a supplement to an owned CDP keep optionality. Brands that treat it as a replacement hand Meta a larger share of their customer graph.
